　　各境外機(jī)構(gòu)投資者、結(jié)算代理人：

　　為進(jìn)一步落實(shí)中國(guó)人民銀行關(guān)于高質(zhì)量服務(wù)境外機(jī)構(gòu)投資者的工作部署，持續(xù)優(yōu)化銀行間債券市場(chǎng)基礎(chǔ)設(shè)施賬戶服務(wù)，同時(shí)配合中國(guó)人民銀行上海總部上線銀行間債券市場(chǎng)境外機(jī)構(gòu)一站式開戶平臺(tái)二期，中國(guó)外匯交易中心、中央國(guó)債登記結(jié)算有限責(zé)任公司、銀行間市場(chǎng)清算所股份有限公司聯(lián)合發(fā)布通知如下：

　　一、自2025年12月1日起，銀行間債券市場(chǎng)基礎(chǔ)設(shè)施的境外商業(yè)類機(jī)構(gòu)賬戶變更、銷戶服務(wù)地址統(tǒng)一調(diào)整為：https://ibrs.chinamoney.com.cn/IBRSW/，實(shí)現(xiàn)開戶、變更、銷戶三大業(yè)務(wù)模塊全流程一體化服務(wù)。

　　二、境外機(jī)構(gòu)投資者在一站式開戶平臺(tái)完成交易賬戶和托管賬戶開立后，中國(guó)外匯交易中心本幣交易系統(tǒng)將于每日日終自動(dòng)關(guān)聯(lián)前后臺(tái)賬戶，實(shí)現(xiàn)基礎(chǔ)設(shè)施賬戶無(wú)縫互聯(lián)，無(wú)需手工綁定。

　　Notice on the Continuous Optimizing Account Services for Overseas Institutional Investors in the Interbank Bond Market Zhonghuijiaofa No.459〔2025〕

　　To All Overseas Institutional Investors and Settlement Agents,

　　In order to further implement the People’s Bank of China’s directives on providing high-quality services to overseas institutional investors,continuously improve account services of the interbank bond market infrastructure,and concurrently support the launch of Phase II of the One-Stop Account Opening Platform for Overseas Institutions in the Interbank Bond Market by the PBC Shanghai Headquarters,China Foreign Exchange Trade System,China Central Depository&Clearing Co.,Ltd.,and Shanghai Clearing House jointly issue the following notice:

　　1.Starting from December1,2025,the service address for account alteration and cancellation of overseas commercial institutions in the interbank bond market infrastructure shall be uniformly updated to:https://ibrs.chinamoney.com.cn/IBRSW/.This will achieve fully integrated end-to-end services for the three core business modules:account opening,alteration and cancellation.

　　2.After overseas institutional investors complete the opening of trading and custody accounts via the one-stop account opening platform,CFETS will automatically link the related accounts at the end of each business day.This enables seamless interconnection of infrastructure accounts,eliminating the need for manual binding.
